The main of these Blue Blaques are predominantly the work and drive of one person who although assisted by others it has been his ambition to see this project from near start to finish with closure coming in 06 June 2026 in Dover.

The entirety of the Submariners Association  and the Submarine Association Committee (past and present) is eternally grateful to Lt Cdr Frank ‘Sandy’ Powel RN (Ret’d), for his drive, determination and the promotion of the Blue Plaque memorials in memory of the Submariners who were deservedly awarded their Victoria Cross for the plights that they endured.
